For those that are confused by this, an ITP bug is an "Intent to Package" bug that tracks the process of introducing a new package to the Debian archives (so you can apt-get install it).
The goal for packaging measurement-kit is to allow for the easier distribution of language bindings. You won't have to build measurement-kit to build the bindings, you'll already have the shared library installed and can just use that when building the bindings.
