[ooni-talk] New OONI SNI blocking experiment

Hello folks,

SNI based filtering is increasingly being observed around the world, so the OONI team worked on writing a new SNI blocking experiment.

This experiment was run in Iran, where SNI based blocking is carried out and where we were able to check if our experiment works as expected.
