Hi Tony. If you run tor directly from the commandline does it finish bootstrapping? This doesn't sound like a Stem issue, but rather that you're unable to finish bootstrapping tor.

I see in the documentation it says: The timeout argument does not work on Windows, and relies on the global state of the signal module.
I have no idea what the "global state of the signal module" means.
