Oh cool, so Tor already has a file with the recommended TBB version! And this gets updated regularly when new TBB versions come out?
I haven't found any guidelines for creating new builds used by the maintainer, but as far as my experience tells, it was always reliably updated. Each time there was an announcement on the Tor blog, also check.torproject.org reported an update. As far as I learned from trac, Tor Button code fetches that page, locally phrases it and decides to open the "up to date" or "there is a security update" page afterwards.
