thanks for wanting to contribute, but it's unclear whether Tor Weather is the best place to start. There's little activity on that project lately, and even if you'd want to change that, we'd need to find a person to review your patches and be your mentor of some sort.
Maybe take another look at the volunteer page and pick a project with at least "light" or "moderate" activity:
