The rest looks good to me, except the references section.

I think it would be better to have a "nice URL" that will stand the proof of time: https://torproject.org/torspec would match the repository name. Then either do some redirection magic to the latest version, or better, list the various specs with an #anchor matching the name you use in reference.

I don't think we'll have anyone add such redirects any time soon, sadly. They're sorta ugly but they're accurate.
