You should join the #tor-dev IRC channel on OFTC (irc.oftc.net).
http://www.oftc.net/FAQ/IRC_Related_Questions/
To join a channel, all depends on your IRC client but pretty sure you can find documentation online for that.
And guide me how can I get involved in the project mentioned above. I have good knowledge of c/c++ java python. please respond ASAP. I appreciate your effort for resolving the issue and for giving time to guide me.
Looking forward to see you in the Tor development channel. Don't hesitate to ask question and say hello :).
Cheers! David

Dear sir, I appreciate your effort but till now I am not able to resolve the issue. I have tried to join the channel "#tor-dev" even using a web irc too. it's showing "can not join the channel (+b)." but how i can be banned if i am joining the channel first time. moreover, on a common channel i.e. #tor, i was unable to post the question. after pressing return, it's just showing that "can not send to channel." please help to resolve this issue more specifically as i have gone through the url specified, it just show the concept and not problem specific solution. so please help in resolving this ASAP. I don't have access of IRC that's why i have to post it here in mailing list. I am very sorry for spamming but have no other choice available. Thanks

Sometimes #tor and #tor-dev get spammed by some individual. During these times the channel operator sets some protection or bans special hostnames. If this is the case for you, just wait some time and come back later. Usually those protections are removed after the spammer is gone. As far as I see it both channels have no special flags right now.
Dear Developers, this may seem you to be a spam but I have this problem constantly from a long time period approximately 15 days. I have mailed twice to this list as well as tried to fix this problem myself by using Google. But I am not being able to remove the problem. Once again I am stating the problem here in more detail: My nickname on IRC is "sdpan21". I have tried to join #tor. I was successful but on sending a message to channel it shows "#tor: Can not send to channel" . I have tried to join #tor-dev , It shows a message "Cannot join #tor-dev (You are banned)." on xchat. and I have also tried on web based IRC where it shows "Cannot join #tor-dev (+b)." I am not being able to communicate to developer group because of this reason. I really appreciate the suggestion given above but those doesn't seems to be very helpful. I request you anyone please suggest how should I resolve this problem. Thanks

It's because your username ends in 21. Try using something else and you should be ok. The IRC network was getting spam bots with nicks ending in 21.
