Considering that people had issues with the ClientAutoIPv6ORPort option, like when IPv6 was tried on IPv4-only connections in [1] and [2], I think we should just remove the ClientAutoIPv6ORPort option.

Plus, we are going to do real Happy Eyeballs in Prop306, making ClientAutoIPv6ORPort redundant.
