Let's have two different checks: "There are less than 3 bw auth votes in a consensus" "There are a large number of unmeasured relays"

it is not clear that we are currently with <3 bw auths - would be nice to have that. ideally with a string in the subject for easy catching in subject-based filters. https://trac.torproject.org/projects/tor/ticket/25222

2018-02-27 16:00 UTC was the first consensus on 2018-02-27 with "<3 bwauth votes".

Hi nusenu, I'm not annoyed in the least - sorry if I gave that impression!
My read is that you asked for a notification when bandwidth authorities are missing, which we already have. It's a simple messaging change to say "we have X of Y" and if you'd care to send that patch I'd be happy to merge it.
