Having the word 'tor' in the short description and/or the long description is where it matters. I don't think there is any reason to add 'tor-' in front of 'sbws' if the description details that it is for the tor network.
In the end it is ftp-master that decides this. If there is someone who will sponsor the package upload and it's not rejected by ftp-master, then there is really no problem here.
