I'm sure someone did a graph or a paper where they demonstrated the 1-second pattern in Tor's traffic. But I'm not sure how to track it down.

But we resolved the issue by refilling token buckets 10 times a second starting in 0.2.3.5-alpha. See proposal 183 and ticket #3630.
