The suggestion was also to help users by adding tor-. A package called "Simple Bandwidth Scanner" may easily be confused with a speed test application.
The name is not very descriptive, adding tor- makes it more descriptive.
Having the word 'tor' in the short description and/or the long description is where it matters. I don't think there is any reason to add 'tor-' in front of 'sbws' if the description details that it is for the tor network.
