[tor-qa] Tor Browser 10.0.16 is ready for testing

We are happy to announce the first Tor Browser 10.0.16 release candidate for wider testing. Packages can be found at:

Tor Browser 10.0.16 updates Firefox to verion 78.10.0esr. This version updates NoScript to 11.2.4, and provides localization in Burmese.

In particular we are looking for testing on macOS due to a change in how the packages are code-signed.
