I might have found the problem. My first configuration was for a private bridge relay and the configuration file included the line:
PublishServerDescriptor 0
I just changed it to:
PublishServerDescriptor 1
And restart the Tor daemon. The log file now says:
Aug 17 11:32:39.000 [notice] Now checking whether ORPort 174.49.19.50:9001 and DirPort 174.49.19.50:9030 are reachable... (this may take up to 20 minutes -- look for log messages indicating success) Aug 17 11:32:41.000 [notice] Self-testing indicates your DirPort is reachable from the outside. Excellent. Aug 17 11:32:42.000 [notice] Self-testing indicates your ORPort is reachable from the outside. Excellent. Publishing server descriptor. Aug 17 11:32:49.000 [notice] Performing bandwidth self-test...done.
Which is different from the previous configuration's log in that it includes the comment "Publishing server descriptor".
