I am curious about possible reasons, why one wouldn't want to become guard. Are there any risks or disadvantages that come with the guard flag?
Probably because having clients connecting directly to this relay is not OK. E.g. some hostile ISP/upstream so one may decide not to endanger users by running a Guard relay there. Just a guess.
