Yes it is - at least for Tor.
Just do an Uninstall & rerun the (same) installer. It will pull the latest Tor Expert Bundle as well as the latest version of The Onion Box.
Your torrc & Tor key files will not be touched doing this. Thus everything will run as before ... but with updated versions. 
OBFS4 isn't part of the The Onion Pack - as of now. I'll check the effort to implement this...
