A quality that can't be measured: resistence to intrusion.
Just a quick thought: A good question to ask in this regard might be "is this server dedicated to tor only or are there other services (like web-servers, MTAs etc.) running as well? The "purer" the relay, the (according to this heuristic) less likely it is to be infected with some kind of malware.
