Two problems with proclamations like these:
A) Tor network gets even more DigitalOcean based relays, which are already kind of discouraged due to them comprising an overly significant part of the network as it is;
B) tons of very heavy bandwidth users sign up at DO all at once (not to mention all using the free credit coupon!), putting an increased load on their networks, and quite likely moving the "Implement bandwidth billing" thing up in priorities a notch or two (which will end up diminishing the value of DO's offers for many of their users, not just for Tor relay operators).
IOW you could do better than posting the entire thing here. :)
Maybe we are limited to only one promo code of that nature? I used DIVEIN10 about two years ago and using LOWENDBOX says "Sorry, this promo cannot be applied to your account. Most promos are valid for new customers only."

Yes, just create a new account, they don't check any data, you just need a new (free) e-mail and enter the promo code at signup. Worked great here and we now have a new India droplet :)
Btw, asian country relays worked out bad with tor. Around 1-2 Mbyte traffic :( no clue why.
