Hi,
I am thinking of starting another bridge. In regards to the current situation, is there a real benefit in deploying one within Russia or does that really not matter?

It doesn't matter. If your bridge is located outside of Russia, and a person that is located in Russia connects to your bridge, it will only seem that they're connecting to your particular ip which is located outside Russia. Doesn't make a difference imho. Think of it like connecting to a foreign server, which happens all the time because the internet is global.
