This is a directory path:

ServerTransportPlugin obfs4 exec C:\Users\keife\Desktop\Tor Browser test relay\Browser\TorBrowser\Tor\PluggableTransports

You need to: * give tor the path to the obfs4 executable file * quote the path, because it contains spaces
