Missing apt-transport-https?
Nope I have that installed. I know it is something wrong with let’s encrypt and the CRL I have installed in the system. I’m just not sure how to fix it since my system is up to date and my time is correct.

This sometimes happens when the repo is being updated. Or the certificate in the repo has expired. You can choose another Tor-mirror to test.
Webmin is very, VERY, insecure. I just used it on Hackthebox to hack a machine (version 18.1.1 if I remember well). Avoid it at all cost.

First off that is not the issue at hand so stop! Also webmin is only accessible from the inside or select remote IPs through my firewall. Once again the issue at hand is the errors complaining about deb.torproject.org

One of my steps in debugging errors like this is to refetch and reimport a fresh copy of the repository signing key.
E.g. by running something like
# wget -qO- https://deb.torproject.org/torproject.org/A3C4F0F979CAA22CDBA8F512EE8CBC9E88... | gpg --import # gpg --export A3C4F0F979CAA22CDBA8F512EE8CBC9E886DDD89 | apt-key add
(Technically, only the apt-key part needs to be run as root. So feel free to change it around so other parts are run as your normal user, if you're comfortable doing that.)
