I'm pretty sure I can do it all in CSS, that's where I will start. I added the MIT license to my fork if you all are good with that you can pull it if you like.

That sounds great! My only concern is if we are still able to
manipulate the download button using dropdowns without JS. If that's
possible, then I'm all for going without it (which would make things
much easier).
If we need to use JS with the dropdowns, then we can just start with
the non-JS version first and work from there.

need to have non-js and js versions.
Thoughts?

That's really elegant. It seems that they're just setting the logo

Firefox has a very nice download page where they overlay the logo

Does the Tor Project have an official git server we can use, or
should I create a GitHub repo?

That's a great idea. I'll mockup a page without JS also, which

If js is disabled, then the fallback should have a link to "All

I've completed a rough mockup of the site. I'm still debating
whether
language should be a prominent option or under the "Something
Else" field,
so I tried to mirror the current site in that regard.
All of the defaults would be auto-detected using JS. If JS is
disabled,
then the most common options are pre-selected (English, Windows,
32-bit,
Stable).
All feedback is greatly appreciated. If people like the site,
then I'll go
ahead and build it in HTML/CSS/JS.
Here is the mockup:
