Even if closely related to Tor, Tails is an independant project. The decision to ship the Tor Project's website with Tails belongs to the Tails developers. Not to say that they would not like the idea, but clear expectations are always better. :)

Good to know. Well, if we distribute the website with TBB, it will probably also find its way on Tails.
Let's just work under the assumption that we have a sensible activist who has obtained an offline copy of the website, no matter if he's using Tails, TBB or a homecooked solution.

For these personas (which I think are a good idea), does it make more sense for us to use names that are easier to remember, so while we're having conversations we can easily recallthem? I know for myself, I'm going to have a hard time remembering whether it's Angela or Tony that's the journalist, and I think their last names are irrelevant.

Maybe simplify it even further to job or simple description:
The Student The Journalist The Researcher The Donor The Engineer The Activist The Dissident (might need even more protection than The Activist)
This gets away from names, which reference specific cultures (Habib the dissident implies a foreign leaning to the persona. Dissidents might be located anywhere in the world)
Reference the personas by capitalizing the name (The Journalist vs. the journalist)

+1, it wasn't my intention to imply a foreign leaning to the personas I created but I agree with your suggestion to refer to the personas by roles.
Caveat: although my job requires me to touch many aspects of UX/IA it's not my day job and so feedback on this from somebody who has uses this skill set on a professional basis would be greatly welcomed.

I'd add the following categories.
Whistleblower - they may only use tor once. User - they use tor for safety or simply to get around censorship. When i use tor on Amtrak i fall into this category.
Under User there might be Stalking victim.
I think it is a mistake to try to factor out cultures or groups in descriptions because that makes us less likely to think about languages and cultural constraints a person might need to work around.
I do feel that accessibility to sight impared people is also another very important category.

“User” is way to generic to be useful as a persona. I am a Tor user. Yet, most folks would not understand the technical language I am able to grasp.
We might be missing “The Stalking Victim”, though. How would different would she be The Student or The Dissident?

User - they use tor for safety or simply to get around censorship. When i use tor on Amtrak i fall into this category.

What about the victim of domestic violence: She would need to conceal using Tor from other people having direkt access to the computer (as opposed to the government with internet filtering and similar things, but no direct access to the PC).

Now that I'm thinking of it, we might want to keep that in mind while designing the new website itself. As an example, the website about domestic abuse made by the french government [1] continuously shows two links on the top-right corner saying “Remove traces of your visit” and “Quickly get out of this website”.

It would be interesting to learn how often those links are clicked/used.
Including details of how to clear all traces of being on the tor website is a very good idea.
i would say its not how many use them, but the handful in persecuted country's that really need it. Tor is often used because people want to feel safe or whatever reason. But it is also used by people in danger.
So serving up these instructions is redundant for 99% of people but its the 1% that matter in this case IMO

Unfortunately, I was not able to find any contact information for the webmasters. I trust your opinion on this, let's give up the idea.
I've never used something like this personas concept before, but it generated an idea. If we could refine the personas, to make sure they conform to what our users or visitors to the site actually are like, it will improve our thinking and design.
For example, the student persona got me thinking about using Tor on public/school wifi:

I like how Tails does their download page. They have a first-time user section before any downloads are presented:
