I'd add the following categories.
Whistleblower - they may only use tor once. User - they use tor for safety or simply to get around censorship. When i use tor on Amtrak i fall into this category.
Under User there might be Stalking victim.I think it is a mistake to try to factor out cultures or groups in descriptions because that makes us less likely to think about languages and cultural constraints a person might need to work around.
I do feel that accessibility to sight impared people is also another very important category.

This gets away from names, which reference specific cultures (Habib the dissident implies a foreign leaning to the persona. Dissidents might be located anywhere in the world)
Reference the personas by capitalizing the name (The Journalist vs. the journalist)
