When I get home in a few hours I will start on the html/css . My thoughts are to not use any javascript at all, that way we don't need to have non-js and js versions.

Language replacement, or offering up downloads for a given language is easier with JavaScript. See also l10n.js for a good example: https://github.com/eligrey/l10n.js
But showing/hiding divs doesn't need to be done in javascript, certainly.

That sounds great! My only concern is if we are still able to manipulate the download button using dropdowns without JS. If that's possible, then I'm all for going without it (which would make things much easier).
If we need to use JS with the dropdowns, then we can just start with the non-JS version first and work from there.

I'm pretty sure I can do it all in CSS, that's where I will start. I added the MIT license to my fork if you all are good with that you can pull it if you like.

Checking the Tor Project's gitweb instance, it appears that the web projects have various licenses. If we need to re-license it later to fit a standard, then we can always do so.

All that's left to implement is changing the URL of the download button when a dropdown is changed (which is implemented, but buggy) and the non-JS fallback (which should be very straightforward).
Does anyone have any more feedback at this point? Styling still needs to be figured out, particularly the background color.

I tried #BBB for the download description.
How about hiding the complexity which the advanced users can access from a different page? Or ateast hiding it with a js overlay for js enabled users?
I like the black text on white colors of the tor site, it gives a certain credibitlity to the site, especially for many users who may not have been on the internet a lot.
How about adding some text like 'last updated _ days ago' to the page? Maybe helpful to returning users, especially if the bundle was updated after their last download.

Here's a rough TODO list that anyone can feel free to jump in on. Everything is sorted by priority:
- Make the download button change when a new drop down option is selected. There's a bug in initializeChange() in detect.js where it won't trigger on selection change, but I can't spot it easily. - Make the download button include the OS icon (which helps novice users). The goal is to have it look something like the Firefox download button, but with OS icons instead of the Firefox icon (it's just a matter of setting the background image in the CSS, but the icon needs to be the right size): https://www.mozilla.org/en-US/firefox/new/ - Make the whole download button have the hover effect, not just the "Download" text - Make a non-JS fallback which is just a table of links for each OS and language. They can be replaced by jQuery so that most users never see it, but some users will have Javascript disabled.

Some random thoughts:
- Perhaps the download button could be "Download Tor for <operating system here>" rather than just "Download" - Perhaps change the "download beta" to "want to test a beta tor browser?" - instead of copyright, cc-by 3.0? - i think some sort of neutral/dense grey background - the download link will probably need to point somewhere else, other than torproject.org
An idea for a simple download site could be to let people mirror dist.torproject.org, using this download layout, and making it easier to get tor from mirrors in local countries, such as Turkey.
My original idea for a download site is based on the top usage pattern from the current website, where people just go to the home page, click download, go to download-easy, and then leave the site. If we can cut out the first click and everything else on the page, we can get more people downloading tor browser successfully.

I get around 5 calls a week from people who are confused by the current website, and all they want to do is download torbrower.

I appreciate the suggestion for split testing, but we can't implement it in a privacy-preserving way. I see three main issues: 1. It requires logging a lot of data on users. Even if we could find a split testing that didn't log IPs, it still would log far more than we're comfortable with. 2. The user is connecting to an external server which we likely have no control over. Is it serving malicious JS to certain countries or covertly changing download links to malicious versions of Tor? We don't know. 3. I don't think we should be implementing external code in a website like this. Imagine if Turkey (which has been discussed previously) spoofed the certificate for the split testing service or changed the IP it resolved to. It would have free rein over the entire site.
Split testing is always good, but in this case it doesn't seem to be an option. As a starter basic page its pretty nice and simple. very nice job

Does anyone have any more feedback at this point? Styling still needs to be figured out, particularly the background color.

Couple comments from my side:
* It says “Easily Download”. I believe “Easily” should be removed. Either it's easy and people don't care that it is, or it's not and it seems we are trying to sell it as such. * In the dropdown menus, there is a label as a first entry. I think it's confusing because of the preselection. What does it mean to download the version “Architecture”? * I believe the language dropdown is self-explaining, but the other two might not be. I believe icons to help users when talking about operating systems, because they can see the same image on the computer itself (stickers or engraved logo). * We don't offer 64-bit builds for Windows and Mac OS X, so the current division between OS and architecture is problematic: it is only valid for Linux.
I won't get into the problem of verifying signatures. It is really important and most users will fail while trying… But maybe it should still not appear in a footer.

At least everything hosted off a single place, yes. No 3rd party calls to jquery, etc.
